Colleges have the same screwed up incentives problem as the federal government. People in administration do not really advance based on performance, so once someone is in the administration long enough, they quit working. Then more administrators have to be hired. Hence the continual growth of administration vs students. It's a cancer.
The same root cause too: government funding via student loans and grants... cut the funding and kill the cancer.
